BloombergNEF (BNEF) is seeking a talented, highly motivated U.S. Policy Analyst to research, analyze, write and comment on critical policy issues impacting Bloomberg clients. Based in Washington, the Policy Analyst would work individually and in partnership with BNEF analysts worldwide to produce research pieces that explain market implications of U.S. policy developments. The Policy Analyst would report directly to BNEF’s Head of Americas.

You will be based in our Washington office, working as part of a global research team at BloombergNEF (BNEF) – the world's leading independent provider of analysis, tools, data and research to decision makers leading change in the energy system. Our data-driven research helps clients stay on top of developments across the energy sector, supported by the unique depth and breadth of the Bloomberg Terminal and bnef.com platforms.

The role:
As one of BNEF’s relatively few Washington-based analysts, you will be expected to serve as a resource to other BNEF teams and clients worldwide on energy transition related policy events in the capital. Because topics related to the transition touch on many government entities, you will be expected to be conversant in how Washington works, both in terms of policy-making and politics. You should have sufficient passion for the subject of climate change that you don’t mind diving head-first into regulatory, legislative, compliance or court filings to understand how policies stand to affect progress in the energy transition. You should also enjoy the process of explaining complex topics in clear, simple ways.
 
We Will Trust You To:

  •  Monitor and understand regulatory actions relevant to the sectors BNEF covers such as:
  •  CO2 disclosure rules on companies from bodies such as the SEC, FDIC, the Federal Reserve or others.
  •  Trade rulings and policies related to solar and other equipment from the ITC, the USTR and other U.S. trade agencies.
  •  Regulations related to car/truck tailpipe emissions or power plant emissions from the EPA.
  •  Rules pertaining to how the U.S. supports multilateral finance institutions such as the World Bank, the Inter-American Development Bank and others.
  •  Tracking of major grant funding initiatives out of DOE, DOT and others established by the Infrastructure Law of 2021.
  •  Rulings from FERC on key issues related to energy storage, transmission and other relevant matters.
  •  Rules pertaining to offshore wind development and results from offshore lease auctions from BOEM.
  •  Rules related to oil/gas methane emissions from BLM.
  •  Other federal rules and initiatives.
  •  Monitor and track legislative developments relevant to sectors BNEF covers including:
  •  Efforts to extend tax credits for renewables.
  •  Bills to up U.S. financing commitments in support of international climate funds.
  •  Legislation to improve the security and reliability of U.S. supply chains for batteries, wind, solar and other equipment.
  •  Efforts to establish a CO2 price or a carbon-border adjustment mechanism.
  •  Legislation to advance the “circular economy” in the U.S.
  •  Originate/write research pieces on the topics discussed above in a timely matter under deadline. Often this will also involve organizing/coordinating responses from other BNEF sector analysts in New York, London, Beijing or elsewhere.
  •  Respond to client inquiries on key policies and the general political climate in Washington. This may include in-person or online briefings for clients.
  •  Present BNEF research to BNEF clients and others in Washington and beyond.
  •  Comment to media, including Bloomberg News on key policy topics impacting the transition to a lower-carbon economy.
  •  Keep key pieces of content pertaining to U.S. policy up to date on BNEF.com. This includes the U.S. country page, theme pages on U.S. policy generally and a page on the U.S.-China trade conflict, among others.
  •  Contribute to company-wide policy-related research efforts, including the annual G-20 Policy Scoreboard, the online BNEF Policy Library, Climatescope (http://www.global-climatescope.org) and Net Zero Pathfinders (https://www.bloomberg.com/netzeropathfinders/).
  •  Contribute and potentially lead on “applied research” projects BNEF undertakes in partnership with outside non-governmental organizations, think tanks and others.
  •  Have an understanding of the implications of federal elections on energy transition policymaking.
  •  Build and maintain a valuable network of relationships with policymakers and other key players involved with influencing energy transition-related policies.

    While the focus of this position is on U.S. federal level policies, the Policy Analyst will also be expected to stay abreast of the most important state-level policies including emissions-trading schemes such as RGGI and WCI, renewable portfolio standards, and electric vehicle subsidies and targets. The Policy Analyst would also be charged with a having general understanding of major climate/energy-related issues in Canada and Mexico though mainly regarding how such policies impact the U.S. market.
     
    You'll Need To Have:
  •  Experience in making, monitoring or studying federal policymaking.
  •  Current knowledge of the federal U.S. legislative process, including Congressional committee jurisdictions.
  •  Familiarity with the politics of clean energy, including the key interest groups that seek to influence them such as trade associations, environmental groups, and others.
  •  General understanding of business and finance – and how they interact with policymaking.
  •  Demonstrated experience producing content that is clearly written, accurate, well organized, and comprehensive to the subject and ready for publication with a single editorial iteration.
  •  Ability to interact with high-value stakeholders such as clients through presentations or other communication.
  •  Enthusiasm for collaboration and teamwork and a willingness to contribute to projects that by definition involve multiple authors or project partners.
  •  Advanced skills at Microsoft Word and Powerpoint plus a general knowledge of Excel.
  •  An abiding passion for finding practical solutions to the greatest challenge of our time – climate change.
  •  
    We'd Love To See:
  •  Comfort working with numbers and limited datasets, including making charts and other graphics.
  •  A Masters degree in public policy with a focus on energy.
  •  Great time management skills, initiative and ability to work on multiple projects at once.
  •  An existing network of professional connections within Washington.
