The EMEA Bloomberg LP Compliance Department is part of the Global Bloomberg LP Compliance Department and provides compliance coverage of Bloomberg's regulated entities and products, as well as compliance support for Bloomberg's non-regulated products and services. The Compliance Department works closely with the Legal Department to address regulatory issues, ensuring compliance with current and developing rules and regulations, and corresponding with regulators.

The EMEA Compliance team has a very broad coverage mandate and is organised to provide compliance support to the regulated entities and products, maintaining relevant internal policies, reviewing product design and implementation, providing expert advice and guidance, delivering appropriate training, and conducting trade surveillance. It has in place a compliance monitoring and reviews programme, as well as a full Financial Crime and Anti-Money Laundering programme.

The Opportunity

Bloomberg's EMEA Compliance team based in London is looking for an experienced Compliance Officer to join the AML Compliance function which covers the multitude of businesses within Bloomberg LP, including Bloomberg Trading Facility Limited, the operator of the Bloomberg MTF. The role will focus on AML and Customer Due Diligence (CDD), and the ideal candidate will have relevant regulatory experience with regard to Money Laundering Regulations, good knowledge of financial markets and products, familiarity with FCA and European rules, and be able to implement Compliance policies and controls. Good communication and interpersonal skills are essential, together with the ability to work as part of a team with a real drive to add value to the firm.

You will be part of a busy AML Compliance team, reporting directly to the head of the AML Compliance function, with a mandate to ensure the AML processes are up-to-date and effective. You will interact with a large client base internally, ensuring that full AML is conducted as per policies and procedures. We'll trust you to

  • Provide guidance and advice regarding AML requirements, and respond to client questions and comments.
  • Conduct AML checks and reviews on a regular basis, including verification of new clients on a daily basis.
  • Undertake AML screening and conduct relevant reviews and investigations.
  • Close liaison with other internal groups to ensure a first-class client experience, in particular contracts, technology, on-boarding and negotiations.
  • Identify potential enhancements in processes and play a role to implement system changes.
  • Keep abreast of jurisdictional changes and challenges throughout Europe, Middle East, and Africa.
  • Keep up-to-date with regulatory rules, changes and assist EMEA Head of Compliance with providing guidance and précis regulatory publications where necessary to business units.
  • Respond to regulatory enquiries and manage regulatory relationships as appropriate.
  • Review, update and draft Compliance policies.

  • Prepare and implement procedures manuals.
  • Plan, prepare and conduct continuing education.
  • Conduct required monitoring and screening checks, as well as regular client reviews.
  • Prepare reports for regulatory bodies and internal management.
  • As part of the broader Compliance team, provide Compliance support to the broad range of business operated by Bloomberg LP.

You need to be able to

  • Adapt to new systems and technology with ease.
  • Work well under pressure, and manage a number of different tasks at the same time, often meeting tight deadlines.
  • Be a team player, willing to support and assist other team members.

You need to have

  • Bachelor's Degree (strongly preferred).
  • Significant AML experience within Compliance at a regulated financial institution, or with a regulator.
  • Strong communication and interpersonal skills are essential.
  • Experience and knowledge of regulatory developments is preferred, for example MLD4 and MiFID2.

We'd love to see

  • Familiarity with financial markets and products is preferred, e.g. Fixed Income, FX, Commodities, and Equities, and FCA and EU regulatory developments.
  • A desire to be part of a team in a dynamic and fast-paced organisation.
  • Legal degree preferred.
