Bloomberg's EMEA Compliance team in London is looking for an experienced person to join the EMEA Compliance team to act as Chief Compliance Officer of the newly-formed Bloomberg Trade Repository ("TR"), and provide compliance support to Bloomberg LP where appropriate.

The EMEA Bloomberg Compliance Department is part of the Global Bloomberg Compliance Department and provides compliance coverage of Bloomberg's regulated entities and products, as well as compliance support for Bloomberg's non-regulated products and services. The Compliance Department works closely with the Legal Department to address regulatory issues, ensuring compliance with current and developing rules and regulations, and corresponding with regulators.

The Opportunity

Bloomberg's EMEA Compliance team based in London is looking for a suitably experienced individual to take the role of Chief Compliance Officer of Bloomberg Trade Repository Limited ("BTRL"), which requires the person to be registered as such with the European Securities and Markets Authority ("ESMA"). It is a senior position with responsibility for providing appropriate compliance oversight of Bloomberg's ESMA authorized trade repository.

The ideal candidate will have relevant regulatory experience with regard to EMIR regulations, will be familiar with wider European regulations as well as FCA requirements, and be able to manage and operate a compliance program for Bloomberg's TR with the requisite policies, procedures and controls. It is also expected that the individual will provide compliance support to other Bloomberg LP functions, notwithstanding the primary focus to BTRL. Good communication and interpersonal skills are essential, together with the ability to work as part of a team with a real drive to add value to the firm.

We'll trust you to

  • Liaise directly with the regulator, ESMA, for all aspects of the TR, responding to enquiries and requests
  • Draft and update Compliance manuals, policies and procedures
  • Work closely with business, legal and engineering, providing advice and guidance regarding the TR service
  • Advise on regulatory change and developments
  • Attend governance meetings, e.g. Board of Directors and Risk Committee, preparing relevant Reports and management information
  • Respond to regulatory enquiries and manage regulatory relationships as appropriate
  • Plan, prepare and conduct continuing education
  • As part of the broader Compliance team, provide Compliance support to the range of business operated by Bloomberg LP

You'll need to be able to

  • Adapt to new systems and technology with ease
  • Work well under pressure, and manage a number of different tasks at the same time, often meeting tight deadlines
  • Be a team player, willing to support and assist other team members

You’ll need to have

  • Bachelor's Degree (strongly preferred)
  • Significant relevant experience at a regulated financial institution, with first-hand knowledge of EMIR and trade repositories
  • Strong communication and interpersonal skills are essential
  • Ability to work well under pressure, and manage a number of different tasks at the same time, often meeting tight deadlines

We'd love to see

  • Familiarity with financial markets and products is preferred, e.g. Derivatives, Fixed Income, FX, Commodities, and Equities, and FCA and EU regulatory developments
  • A desire to be part of a team in a dynamic and fast-paced organisation
  • Legal degree preferred
