Bloomberg's EMEA Compliance team in London is looking for an experienced person to join the EMEA Compliance team to act as Compliance Officer of the recently-launched Bloomberg Multilateral Trading Facility ("MTF"), and provide compliance support to Bloomberg LP where appropriate.

The EMEA Bloomberg Compliance Department is part of the Global Bloomberg Compliance Department and provides compliance coverage of Bloomberg's regulated entities and products, as well as compliance support for Bloomberg's non-regulated products and services. The Compliance Department works closely with the Legal Department to address regulatory issues, ensuring compliance with current and developing rules and regulations, and corresponding with regulators.

The Opportunity:

Bloomberg's London Compliance team is looking for an experienced Compliance Officer, reporting to the Chief Compliance Officer of Bloomberg's Multilateral Trading Facility (MTF), which is authorised by the FCA. The ideal candidate will have regulatory experience with regard to financial markets and products, be familiar with FCA and European rules and Market Abuse requirements, and be able to undertake market supervision of participant activity, including trade surveillance. Good communication and interpersonal skills are essential, together with the ability to work as part of a team with a real drive to add value to the firm.

You will be part of a busy and dynamic EMEA Compliance team, reporting to the Chief Compliance Officer for the Bloomberg MTF, with a mandate to ensure that the compliance program for the MTF is up-to-date and effective as well as ensuring the MTF market is monitored for market abuse. As part of the EMEA Compliance team you will also get the opportunity to work with colleagues responsible for other Compliance functions and

We'll trust you to:

  • Provide guidance on and implement controls with regard to all FCA rules applicable to an authorised MTF.
  • Respond to participant enquiries, providing guidance in relation to the operation of the MTF and its Rulebook.
  • Conduct real-time market supervision, including surveillance of trading activity on the MTF.
  • Work with business, legal and programming on new products and developments in the market.
  • Keep abreast of jurisdictional changes and challenges throughout Europe, working closely with legal.
  • Assist in the on-boarding of new participants, acting as the business Compliance officer in the process.

You'll need to be able to:

  • Respond to regulatory enquiries
  • Draft policies, procedures and manuals
  • Conduct continuing education for sales and product
  • Prepare reports for regulatory bodies and internal management
  • Advise on regulatory changes and developments

You’ll need to have:

  • Strong communication and interpersonal skills
  • Knowledge of FCA rules
  • Must be comfortable with technology and able to learn and adapt to different systems with ease
  • Familiarity with the financial markets, electronic trading, and FCA and EU regulatory developments
  • An analytical mind, the ability to solve complex problems and streamline processes
  • Ability to work well under pressure, and manage a number of different tasks at the same time
  • Team player, willing to assist others as required

We'd love to see :

  • Knowledge of MiFID ii / MiFIR
  • Previous market surveillance experience
  • Significant experience within Compliance at a regulated financial institution, ideally within a markets facing role or within a trading venue
  • Strong understanding of one or more of the following asset classes: IRS, CDS, FX derivatives, Equity derivatives and Commodity derivatives
  • Good data analysis skills
  • Bachelor's Degree
