The Global Compliance team within Bloomberg’s Legal Department provides coverage of Bloomberg's regulated entities and products, as well as support for Bloomberg's non-regulated products and services. We work to address regulatory issues, ensure compliance with current/developing rules and regulations, and correspond with regulators. Bloomberg has regulated activities that include regulated trading venues (e.g., U.K. Multilateral Trading Facility, U.S. Swap Execution Facility), a Recognised Market Operator in Singapore, Electronic Trading services, and other regulated offerings globally.

The Role:

Reporting directly to the APAC Compliance Practices and Financial Crime Lead and functionally to the Global Head of AML/KYC, this is a great opportunity to lead a growing regional Anti-money Laundering (AML), and Know Your Customer (KYC) program. The Global AML team are responsible for ensuring compliance with relevant legal and/or regulatory requirements. The KYC due diligence team are primarily responsible for new client onboarding and ongoing maintenance of existing clients.

As an AML Regional Program Lead, you will oversee the Company’s AML and KYC program for the APAC region, and you would support the KYC Team Leader in executing Singapore and other regional Customer Due Diligence (CDD) procedures, including escalating, and providing advice on, potential issues and cases to the country Compliance Officers in accordance with those procedures. You will oversee the functional management of the AML and KYC programs and provide ongoing support to the business, as well as interface with other operational and front office business functions and partners. The role would also involve close partnership with the Company’s Global Anti-Money Laundering (AML) team as well as local Compliance teams, focused on Bloomberg Tradebook Singapore Pte Ltd (an RMO licensed entity) among other regional and international (e.g., UK, European) entities. You will support the growth of the KYC team and function as it expands to meet and support business requirements of the regulated entities within the Bloomberg group.

In relation to the Singapore regulated entity you will report directly to the Material Risk Personnel (“MRP”), in line with the Monetary Authority of Singapore Individual Accountability and Conduct Guidelines.
You should have a deep understanding of the front-to-back customer due diligence process and be well versed with legal entity types. An ideal candidate would also demonstrate strong competent knowledge of current local Singapore (MAS) and regional regulatory requirements and relevant financial industry knowhow concerning Customer Due Diligence standards.

We'll Trust You To:

  • Lead the AML and KYC Programs across APAC, including direct coverage, oversight and support for our organised market, operated by Tradebook Singapore (Recognised Market Operator regulated by MAS)
  • Act as a subject matter expert and as a point of escalation for regional AML/KYC issues and concerns
  • Oversee the investigations, drafting and submission of SAR reports to the appropriate regional authorities
  • Interact with regional regulatory authorities as needed where there are notification obligations, questions on the AML/KYC program, and/or policy matters
  • Act as a business partner and subject matter expert for AML, KYC onboarding concerns raised and provide quality assurance oversight
  • Develop and conduct training for team members as and when necessary as well as assist in the creation and delivery of AML training to key business areas
  • Have a strong working knowledge of AML requirements for onboarding clients, including but not limited to the local regulations in Singapore, Hong Kong, Australia, India and Malaysia
  • Prepare and distribute Management Information reports to the relevant Compliance group, up to various business partners and appropriate governance forums
  • Support management and the wider business with AML/CDD reviews and issues
  • Provide improvement plans in how to streamline the CDD/ onboarding process across the region
  • Serve as a point of contact for the business with regard to the escalation of CDD issues and concerns
  • Advise and assist with client queries
  • Provide advice and support to the relevant product Compliance of the Bloomberg group on complex KYC/AML issues and challenges
  • Represent the KYC/AML function on key strategic projects and initiatives as needed
  • Identify and assess key risk factors when considering the AML risk relevant to clients, products or business lines
  • Support the establishment of best practice across broad Bloomberg Compliance Function
  • Monitor ongoing legal and/or regulatory changes and assess impacts
  • Perform various other team management responsibilities and functions

You’ll Need To Have:

  • 7+ years of AML/KYC experience in Financial Services or a Financial Technology company
  • Experience leading AML and KYC programs across Asia-Pacific
  • Experience in AML advisory function in the past 5 years
  • Implementation Experience of Monetary Authority of Singapore regulations in the field of AML
  • Subject matter experience within the AML/KYC/CDD area
  • Experience dealing with numerous legal entity types and KYC requirements for both U.S. and foreign incorporated companies
  • Motivation to thrive in a dynamic, open-plan environment
  • Strong relationship building skills and ability to engage with senior stakeholders across the Firm
  • Demonstrated continuous career growth within an organisation 
  • Strong presentation and communication skills in English

  • Leadership and previous team management experience
  • Knowledge and practical implementation of Monetary Authority of Singapore regulations in the field of AML
  • In-House Financial Services experience
  • Involvement implementing KYC technology based solutions
